Ethics CEU: Reflections in Practice, Stories from the Front Lines of ABA in the Hawai'i Department of Education

The integration of applied behavior analysis services within public school systems represents one of the most complex and consequential practice environments for behavior analysts. The Hawaii Department of Education (HIDOE) provides a particularly instructive case study in this integration, as it operates as a single statewide school district serving approximately 180,000 students across a geographically dispersed island chain.

Course Description

The provision of Applied Behavior Analysis (ABA) services in the Hawaiʻi Department of Education (HIDOE) is evolving. ABA providers working in schools must navigate complex systems that include concepts such as Child Find, Prior Written Notice (PWN), Student-Focused Teams (SFTs), evaluation and eligibility processes, the Individualized Education Program (IEP), Free Appropriate Public Education (FAPE), and Least Restrictive Environment (LRE). Where ABA fits—as a science, a teaching methodology, a related service, and a business—intersects at many points and can be difficult for providers and stakeholders alike to understand and navigate. This panel brings together four professionals working in diverse roles across Hawaiʻi's ABA landscape to share vignettes that reflect their personal passions and professional perspectives. Through stories rooted in practice, panelists will highlight the realities of implementing compassionate and effective ABA strategies within the public school context. The discussion will explore system-level challenges, the balance between clinical and educational priorities, and opportunities for collaboration. Audience Q&A and a closing synthesis will support attendees in deepening their understanding of how ABA is delivered in public schools—and what's needed to ensure it is ethical, effective, and educationally relevant.

What You'll Learn

  1. Describe how ABA services are integrated within the public school system, including intersections with Child Find, IEP development, and FAPE/LRE considerations.
  2. Identify at least two barriers and corresponding solutions encountered by school-based ABA providers in the delivery of compassionate and educationally aligned services.
  3. Engage in a values-based dialogue about the future direction of ABA practices within Hawaiʻi's public education systems.
