02The variants, and how they differ

Function-based BIP

A function-based BIP ties every procedure to a hypothesized or confirmed function, established through an FBA or FA, and builds antecedent, teaching, and consequence strategies around that function rather than the behavior's topography. This is the format the literature behind this grade actually tests: a prevent-teach-reinforce package built on an individualized function assessment reduced problem behavior and increased replacement skills across home routines when parents ran it themselves (Sears et al., 2013), and an individualized PBIS package built the same way, FBA into plan into BST for the team, raised on-task engagement for a student with intellectual disability in a post-secondary classroom (Kang et al., 2021). The common thread across both is that the plan followed from an individualized assessment step, not a template.

School-wide or classroom-wide positive behavior support

Distinct from an individualized BIP for one student, positive behavior support can also be deployed at the classroom or setting level: rearranging the physical environment, defining activity zones, and reducing clutter improved engagement and reduced problem behavior for students with autism without any additional staff training beyond the environmental change itself (Jackson et al., 2022). This is a lighter-weight, setting-focused variant that can run alongside or ahead of an individualized plan rather than replacing one when a student's behavior is more clearly a function of the physical environment than of a specific social contingency.

Caregiver-mediated and educator-mediated plans

Some BIPs are designed from the outset to be delivered by a caregiver or teacher rather than a behavior analyst, which changes what the plan needs to specify. The prevent-teach-reinforce model was built for parents to run at home, with the behavior analyst's role shifted to coaching and a checklist rather than direct implementation (Sears et al., 2013), and pyramidal training extended a similar mediated logic to a preschool classroom, where one behavior analyst trained a lead educator who then trained three additional staff to implement a plan with fidelity (Thompson et al., 2023). These plans need a training and fidelity layer built in from the start, not bolted on after a draft written for a BCBA to run.

Restraint-reduction and residential OBM packages

In residential and inpatient settings serving adults with intellectual disability and severe self-injury, the relevant variant isn't a single-student plan but an organizational system: tracking priority clients, feeding data back to staff, and building in organizational contingencies to increase BIP use and decrease reliance on mechanical restraint (Werner et al., 2025). This is a facility-level management layer around individual BIPs rather than a substitute for them, aimed at making sure plans that exist actually get implemented and restraint doesn't become the default fallback.

Plan-quality auditing tools

A separate branch of this literature isn't a treatment variant at all but a quality-control layer: structured tools like the Behaviour Intervention Plan Quality Evaluation exist to audit whether a written plan meets technical standards for function-based content. Attempts to simplify these audit tools for stakeholders without PBS training didn't hold up, reliability still depended on the rater's underlying knowledge of positive behavior support rather than the tool's wording (Vassos et al., 2023), which is a caution about who you hand a plan-review checklist to, not a caution about auditing plans at all.

03Which one, and when

The evidence base behind a BIP's grade is genuinely thin at the "does a BIP work" level, five experimental studies against a much larger set of process, quality, and language papers. Read this section as guidance for building and selecting among BIP approaches, not as proof that any BIP outperforms no BIP. The honest claim the literature supports is narrower: function-based plans built on an individualized assessment and delivered with a real training and fidelity layer show large effects in the small set of controlled and quasi-controlled studies that exist (Sears et al., 2013; Kang et al., 2021).

Start every plan from a function assessment, not a topography checklist. Both controlled studies behind this grade built the plan directly on an individualized FBA or FA rather than a generic template matched to the presenting behavior, and that's the step most likely to explain why they worked. If time or setting won't support a full FBA, at minimum document the hypothesized function driving the plan's antecedent and consequence strategies before you write them.

Decide who will actually run the plan before you finalize its procedures, and write the plan to that implementer. A plan written for a BCBA to execute and then handed to a parent or classroom aide without adjustment is a common, avoidable failure point. The prevent-teach-reinforce model works because it was built from the ground up as a parent-delivered protocol with a coaching structure attached (Sears et al., 2013); pyramidal training works for the same reason in a classroom, one trained lead educator cascades the training to the rest of the team rather than the behavior analyst training everyone directly (Thompson et al., 2023). Match the plan's complexity and the training method to who is actually going to be running it day to day.

Reach for an environmental or setting-level intervention before, or alongside, an individualized behavior-reduction plan when the presenting problem looks at least partly setting-driven, cluttered space, unclear activity boundaries, poor sightlines. Rearranging the environment improved engagement and reduced problem behavior without any staff training component at all (Jackson et al., 2022), which makes it a low-cost first move worth trying or layering in before committing to a more intensive individualized package.

In a residential or facility setting where restraint use and BIP coverage are both organizational problems, not just individual-client ones, the decision isn't which BIP format to write, it's whether you need an organizational behavior management layer on top of the plans you already have. Tracking priority clients and building supervisor-level contingencies around BIP use was followed by a drop in mechanical restraint and a rise in documented plan use in one inpatient setting, though the design was pre-post with no control group (Werner et al., 2025). If plans exist on paper but aren't being run, the fix may be a facility-level feedback system rather than a better individual plan.

Before handing plan-quality review to a team member without PBS training, don't assume a simplified checklist solves the knowledge gap. A simplified version of a standard plan-quality audit tool didn't improve reliability for raters without positive-behavior-support background, the tool's technical content still required that underlying knowledge to score consistently (Vassos et al., 2023). Train the reviewer, or keep quality review with someone who already has the background, rather than leaning on a simplified instrument to bridge the gap.

Finally, treat team composition and plan language as decisions, not afterthoughts. Students with intellectual and developmental disabilities are rarely represented on their own BIP development teams in the one district-level case study that looked at this directly (Carpenter et al., 2026), and technical behavior-analytic terminology in written plans and consultation may reduce a teacher's acceptance of the plan compared to plain language covering the same procedures (McMahon et al., 2021). Decide, before you draft, who sits on the team and what register the written plan is going to be in.

04What this means Monday morning

Drafting the plan starts with the function assessment, not the behavior definition. Write the antecedent strategy, the replacement skill you're teaching, and the consequence procedure as a direct answer to the function you identified, then check each line against that function before it goes to the team. If you can't point to which line of the FBA a given procedure addresses, that procedure probably doesn't belong in this draft.

Watch your terminology while you draft. "Ignore" is common shorthand in BIPs for withholding attention contingent on problem behavior, but it's frequently misread by implementers as license to disengage broadly rather than withhold one specific reinforcer, and it obscures what's actually being withheld and under what condition. Write the actual contingency instead, attention withheld contingent on the target behavior, or reinforcement provided only for the replacement response, rather than leaning on "ignore" as a stand-in (Lloveras et al., 2023). The same clarity concern extends past this one term: plans and consultation notes written in dense behavior-analytic language measured lower on teacher acceptability than the same content in plain language, so translate the mechanism for the person implementing it, don't just define your jargon (McMahon et al., 2021).

If the plan lives in a school and the implementer is a teacher or paraprofessional, build in a contingency for the implementer too, not just the student. Plans that only specify what the student earns and ignore what sustains the adult's effort are missing a documented gap: pairing a student-facing reinforcement cycle with an educator-facing one, even something as small as a scheduled acknowledgment tied to consistent implementation, is a design element worth writing into the plan itself rather than assuming staff motivation will hold on its own (Zimmerman et al., 2022).

Training the mediator is a separate step from finishing the written plan, and it needs a real behavioral-skills-training structure, not a read-through. Pyramidal training is the clearest demonstrated model here: one behavior analyst trained a single lead educator directly, that lead educator then trained the remaining classroom staff, and the cascade got all four staff implementing an FCT-based procedure with high fidelity within about a week, driving the target behavior toward zero (Thompson et al., 2023). Where the mediator is a parent, the training model looks similar in spirit: an ongoing coaching relationship built around the parent actually running the routine, not a one-time handoff of a written protocol (Sears et al., 2013).

Fidelity checks come after training, not instead of it, and they need to be built into the plan's timeline from the start. Direct observation of the implementer running the procedure, whether that's a classroom aide, a parent, or a lead educator training the next tier, is what confirmed the gains in the studies behind this grade; a plan that's written well but never observed in use is an untested plan. In a facility managing multiple plans at once, a visible tracking and feedback system, flagging priority clients and reporting implementation data back to supervisors, coincided with rising plan use and falling restraint reliance where the written plans alone had not been enough (Werner et al., 2025).

Review and revision should be a scheduled cycle, not a response to crisis. Build the student, or the family, into that review where you can. A district-level review of BIP teams found students with intellectual or developmental disabilities are rarely included in developing their own plans, and inclusion tracked with plan quality in that dataset (Carpenter et al., 2026). If quality review is part of your revision cycle, route it to someone with positive-behavior-support training rather than handing a simplified audit checklist to a team member without that background, simplifying the instrument didn't close the reliability gap in the one study that tested it (Vassos et al., 2023).

The current behavior intervention plan is escape extinction, and the behavior was escalating prior to you coming onto the case. There is frequent aggression towards peers. 06Common questions

Does the research actually show BIPs reduce problem behavior, or is that assumed?
The evidence for a well-built BIP is real but narrower than the field's confidence in the format suggests. Only five studies behind this grade are experimental, and where a controlled design tested a function-based plan directly, the results were strongly positive: a parent-delivered prevent-teach-reinforce protocol cut problem behavior and grew replacement skills at home (Sears et al., 2013), and an individualized PBIS package raised on-task engagement for a student with intellectual disability (Kang et al., 2021). Most of the rest of the literature is about plan quality, team composition, and language rather than a head-to-head efficacy test. Treat a function-based, fidelity-checked BIP as well-supported, and treat 'a BIP' as a category as less settled than that.
Should I stop using the word 'ignore' in behavior plans?
Yes, write the actual contingency instead. 'Ignore' is common shorthand for withholding attention contingent on the target behavior, but it's frequently misread by implementers as broad disengagement rather than a specific, conditional contingency, which undercuts the precision a BIP is supposed to provide. Replace it with language that names what's withheld and under what condition, attention withheld contingent on the behavior, for example, rather than leaning on the shorthand (Lloveras et al., 2023).
A teacher keeps drifting from the written plan. Is that a compliance problem or a training problem?
Check training and fidelity before you assume compliance. None of the effective plans behind this grade were handed over as a document and left to run themselves, they were built around an active training structure, pyramidal training in one classroom study, ongoing parent coaching in another, and fidelity checks to confirm the procedure was actually being run as written (Thompson et al., 2023; Sears et al., 2013). Drift is often what an untrained or unobserved implementer looks like, not a motivation problem, so add a direct observation and retraining step before escalating it as noncompliance.
Should the student be part of the team that writes their own BIP?
The one study that looked directly at this found students with intellectual or developmental disabilities are rarely included on their own BIP development team, and inclusion tracked with plan quality in that district's records (Carpenter et al., 2026). It's a single case study of one district, so treat it as a reason to check your own team roster rather than a generalized rule, but there's no evidence here that excluding the student improves anything, and a plausible link to quality on the other side.
We're seeing high restraint use and BIPs that exist on paper but aren't really being run. What's the fix?
In at least one residential setting, the fix wasn't a better individual plan, it was an organizational feedback layer on top of the plans that already existed: tracking priority clients, feeding implementation data back to staff, and building supervisor-level contingencies around plan use. Mechanical restraint fell and documented BIP use rose after that package went in, in the same single-site dataset, though this was a pre-post comparison with no control group rather than a controlled trial (Werner et al., 2025). If your problem is plans not being implemented rather than plans being poorly written, look at your facility's tracking and feedback system before you rewrite the plans themselves.
