The issue of programmatic change has also received attention in the literature. Research on visual analysis practices has found that practitioners often have difficulty determining when data warrant a program change, particularly when data are variable or when trend changes are gradual. Without clear criteria, practitioners may default to continuing the current program rather than making changes that involve additional work and potential disruption.

However, using evidence-based practices does not mean applying the same evidence-based practice to every client. It means selecting from the available evidence-based options the approach that is most likely to be effective for the individual client given their unique characteristics, preferences, history, and circumstances. This selection process requires the practitioner to be familiar with a range of evidence-based approaches, not just one or two favorites.
The third implication concerns the timing of programmatic changes. The course presents recommendations for when a programmatic change should be made when data are not trending in the therapeutic direction, in alignment with Code 2.18 of the BACB Ethics Code (2022). While there is no single universal rule, reasonable guidelines include changing the program when data show no improvement after a defined period (such as two to four weeks of stable, non-improving data), when data show deterioration, or when procedural integrity data indicate that the intervention is being implemented correctly but the behavior is not changing.

Failure to make timely programmatic changes when data clearly show that an intervention is not working is a direct violation of this code. Code 2.14 (Selecting, Designing, and Implementing Behavior-Change Interventions) requires behavior analysts to design interventions based on behavior-analytic principles and available research. The link between assessment and intervention must be explicit and documented.
Code 2.13 (Selecting, Designing, and Implementing Assessments) requires that assessment methods be appropriate. When standardized assessment tools are applied without consideration of the individual's characteristics, the results may not provide the information needed for individualized treatment planning. Practitioners should select assessment methods that are appropriate for the specific individual and the specific questions being asked.
Code 4.06 (Providing Feedback to Supervisees) requires supervisors to provide feedback on supervisee performance. When supervisors observe that supervisees are using template-based treatment plans without individualization or are failing to make programmatic changes in response to data, they have an obligation to provide corrective feedback. Supervisory practices that allow substandard individualization to persist unchallenged are themselves ethically problematic.
Code 1.10 (Awareness of Personal Biases and Challenges) is relevant because practitioners' preference for certain interventions may reflect familiarity bias rather than clinical judgment. Being aware of this tendency is the first step toward correcting it.
Improving individualization and data responsiveness requires a systematic approach to assessment and decision-making that goes beyond the initial treatment planning phase and extends throughout the course of treatment.
The assessment phase should produce information that directly informs individualized intervention selection. This means going beyond identifying the function of the target behavior to also assessing the individual's reinforcement preferences, skill repertoire, learning style, communication abilities, environmental context, and stakeholder priorities. Each of these factors should influence the specific intervention strategies selected.
For intervention selection, the practitioner should consider the full range of evidence-based options for the identified function and select the approach that best fits the individual. For example, if the function is escape from demands, the practitioner might consider demand fading, functional communication training, antecedent modification, high-probability request sequences, or a combination. The choice among these options should be based on the individual's specific characteristics, not on the practitioner's default preference.
Once an intervention is implemented, the practitioner should establish clear decision rules for when to make programmatic changes. These rules should specify the data pattern that would trigger a change (for example, no improvement in the target behavior after three consecutive weeks of data collection), the type of change to consider (modifying the current intervention versus switching to an alternative), and the process for making and documenting the change.
Data review should occur on a regular, scheduled basis, not only when problems are apparent. Weekly data review for active treatment programs ensures that declining trends or lack of progress are detected early. Data review should include visual analysis of graphed data using standard criteria (level, trend, variability) and should involve comparison to the pre-established decision rules.
Procedural integrity should be assessed regularly and linked to treatment outcome data. When integrity data show that an intervention is being implemented with high fidelity but the behavior is not changing, the intervention itself needs to be modified. When integrity data show that implementation is poor, the focus should be on improving implementation through additional training, simplification of procedures, or environmental modification before concluding that the intervention is ineffective.
For practitioners who supervise others, the decision-making framework should include regular review of supervisees' treatment plans for individualization, review of data and programmatic change timelines, and review of integrity data. Supervisory review serves as a quality assurance mechanism that catches individualization failures and delayed programmatic changes before they result in extended periods of ineffective treatment.
A practical tool for self-evaluation is to periodically review your own treatment plans across clients and ask whether each plan is genuinely individualized or whether patterns of similarity suggest template-based planning. If you find that most of your clients are receiving similar interventions regardless of their individual assessment results, this is a signal that individualization needs to improve.
This course challenges you to hold yourself to the standard that defines our discipline. Individualization and data-driven programmatic change are not aspirational ideals but ethical and professional requirements.
Review your current treatment plans. Do they reflect genuine individualization, or do they look similar across clients? If you find patterns of similarity, examine whether those patterns are justified by similar assessment findings or whether they reflect habitual intervention selection.
Establish explicit decision rules for programmatic changes. Define how long you will continue an intervention that is not producing results before modifying it. Write these rules into your treatment plans and hold yourself accountable to them.
Collect and review procedural integrity data. If you are not currently monitoring implementation fidelity, start. Integrity data are essential for determining whether a lack of progress reflects an ineffective intervention or an implementation problem.
Develop your intervention repertoire. The more evidence-based approaches you are familiar with, the better equipped you are to select the approach that best fits each individual client. Read the research literature, attend trainings, and consult with colleagues who use different approaches than you do.
Use supervision as a platform for promoting individualization and data responsiveness. Whether you are a supervisor or supervisee, make individualization and programmatic change explicit topics of discussion in your supervision sessions.
